BioNet seeks to effectively manage the consequences of a biological attack.
It has three objectives: develop interoperable military and civilian
concepts of operation; integrate military and civilian capabilities to
detect and characterize a biological event; and provide common situational
awareness to ensure timely, effective, and consistent response.
San Diego is the chosen venue to develop a model for the rest of the nation due to
the degree with which civilian and military populations are co-located and
have established track records in working with each other. This model is
expected to be a significant step in strengthening our national bio-defense.
